The number of unique sites linking to a domain often matters more than raw link count, and the quality of those referring domains matters most of all. A clean referring-domain profile means the authority is real, not manufactured.
A page or homepage stuffed with unrelated outbound links is a footprint of link selling. Sensible, relevant outbound linking is a good sign; a wall of paid links is not.
